Level 3 or Level 4, what affects the rating, and why offices are most exposed to MEES.
Level 3 or Level 4?
For an office, this comes down to air conditioning.
An office heated by radiators and ventilated by opening windows is Level 3 and priced by floor area in the quote calculator. An office with air conditioning across the floor is Level 4. It needs a Level 4 assessor and takes longer to survey, so we quote it individually.
One small air conditioning unit in a meeting room does not usually make an office Level 4. Cooling across most of the floor does. If you are not sure, tell us what is on the ceiling and we confirm before you book.

Lower scores are better. New commercial buildings typically target B or better. Sub E ratings cannot legally be let under MEES.
What affects the rating
In order of impact. Knowing them helps you prioritise improvements if your rating needs to come up.
Air conditioning
High impactAny cooling adds to the energy the building needs. Old systems add a lot.
Lighting
High impactFluorescent tubes with no controls are the usual case in older offices. LED panels with sensors are the best case. The difference is often a full band.
Glazing
Medium impactA 1960s or 1980s block with a lot of glass loses heat in winter and needs cooling in summer.
Heating fuel
Medium impactA gas boiler with radiators is the normal case. Electric heating scores badly.
Ventilation
Low impactMechanical ventilation with heat recovery improves the rating. Extract fans in toilets and kitchens make no difference.
Server rooms
Low impactThe computers do not count. The cooling that keeps them cold does.
The rules for letting an office
Offices are the type of building where the minimum rating has already started to affect value.
- You need an E or better to let, for new and existing leases. F and G offices cannot be let without a registered exemption.
- The minimum is expected to rise to C in 2027 and B in 2030. Not yet law, but buyers and lenders are already treating offices below C as a problem.
- Each floor being let needs a valid EPC. A landlord letting three floors to three tenants needs three certificates, or one for the whole building.
- For most offices the way to reach C is lighting controls first, then heating controls. Both are affordable.

Is my office Level 3 or Level 4?
If it is heated by radiators or warm air and ventilated by windows, with no real air conditioning, it is Level 3. If air conditioning covers most of the floor, it is Level 4. One small unit in one room does not usually change the level.
Do I need a separate EPC for each floor?
Each floor being let needs a valid certificate. That can be one certificate per floor, or one for the whole building that covers all of them.
What rating does an office need to be let?
An E or better, for new and existing leases. The government has proposed raising this to C from April 2027 and B from April 2030. Those dates are not yet law.
How long does it take?
The visit takes 1 to 2 hours for a Level 3 office. The certificate is lodged and emailed to you within a few working days.
